The Ministry's administrative authority will pursue its objectives through strategies which require the following governmental functions. Listed here are a set of proposed Ministry functions to be considered as the Ministry undertakes its first active year:
- Policies and programs . Formulate policies and programs, with stakeholders through forums/workshops etc., aimed at enhancing the position and development of women in the social, economic and political context. Using outcome of continuous research and evaluation, revisit policies, put in place lobby, advocacy and awareness creation programmes;
- Income generation and employment . Promote, develop and implement income generation and employment schemes through the grant of loans, establishment of home and cottage industries and, in particular the acquisition of skills for the improvement of arts, crafts, food processing and such other vocational training of women within the context of their assessed needs and potentials;
- Intra-government relations . Monitor and liaise with appropriate government ministries, departments, bodies, NGOs and international bodies, including United Nations organs, on matters concerning women and development;
- Report-making . Monitor and submit reports to the Government of Somalia on:
- Women's education and counseling;
- The health of women and children; and
- Any new legislation concerning the status of women;
- Women's self-reliance . Devise ways and means of encouraging self-reliance in women;
- Women's organizational support . Coordinate, structure and monitor the activities of women's voluntary organizations, grant appropriate aid to such voluntary organizations and evaluate their performance;
- Research on status of women . Conduct research and formulate plans aimed at improving the status of women and the attainment of policy objectives in relation to women;
- Entrepreneurial support . Strengthening economic potential for women by providing training, access to investment, financing, and facilities for launching new projects for women;
- Leadership support . Supporting the existing and potential women leadership in struggle to succeed, in business, professional and political arenas;
- Protection against poverty . Combating poverty by protecting women with specific needs and encouraging small projects by women for women;
- Protection of women's rights . Strengthening the rights of women by:
- Encouraging the development of an acceptance of equality partnership and fair sharing between men and women, beginning in early childhood ;
- Eliminating all forms of discrimination ; and
- Developing data banks/research and dialogue ;
- Preparing training modules on women's rights for all and every employer and founder;
- Working toward legislative and legal documents which protect women and families and guarantee rights by legal authority;
- Education . Providing equal opportunities at all levels of education, reducing illiteracy and promoting scientific, technical and vocational education for women and girls;
- Governance . Confirming and enforcing women's role in civic life and increasing participation in public life such as government carving women political space specifying the minimum;
- Returnees & minorities . Reinforcing social guidance and identifying the economic potential of emigrant/minority group's women and encouraging them to launch projects in Somalia (Puntland);
- Linkages with diaspora women . Promoting partnerships and linkages between government structures and women's organizations, diaspora women elites as to achieve development of women's status in Puntland.
